I have several Burris scopes (Black Diamond, XTR, and FFII).  The BD and XTR to me are better than my 4200.  The FFII I have is about the same level as the 4200 (But that is just mine).  

As for the posi-lok, it does shift your impact.  If I remember correctly, it shifts it about 1/4 inch.  I have that feature on my Black Diamond.  Keep in mind, that you don't have to use it.  The scopes still have the spring (double springs according to Burris), and so you don't have to engage the posi-lok.   I had target turrets installed on my Black Diamond, so I never engage it unless I am flying somewhere with it, then dis engage it when I get there so I can run the turrets.  You don't want to try to adjust your scope with it engaged.
